Consell de Formentera hails start of work on new primary school, early-learning centre in Sant Ferran

obras-1-News that crews will begin building Sant Ferran's primary and nursery school this week has been greeted by the local Department of Culture and Education with satisfaction.

Construction of the educational facility was made possible by an agreement between the Govern balear and the Consell de Formentera. The Balearic administration will offer a little more than €5.8 million compared to the Consell's €1.1 million contribution, which will cover the cost of the early-learning centre, or escoleta. Crews have fourteen months from this week to complete the project. The regional ministry of education will cover both projects initially, and Formentera's local government will reimburse the cost of the escoleta later.

Drafted by IBISEC, the project includes plans for a 450-student-capacity school, with 6 rooms devoted to “Infant Education” (for children aged 3 to 6) and 12 rooms for “Primary Education” (ages 6 to 12). The facility is classified as a “two-line school”, meaning there will be two different groups for each year of schooling. The buildings will sit on a 11,037-sq.-metre lot outside Sant Ferran. As for the 6-room municipal escoleta, it will have space for 74 children aged zero to 3 and will also be equipped for two groups in every grade level.

The Consell de Formentera will grant IBISEC exemption from article 23.3, on permitted hours of construction, of the noise and vibrational pollution section of the island's environment and health code. Crews will be allowed to work Monday through Saturday, 9.00am to 6.00pm, and work will begin in summer, when a freeze is typically placed on all construction.

The land where the schools will be built was made available by the Consell de Formentera expressly for educational purposes. Department of Education representatives have indicated that the current site of the school will later be retooled as a cultural centre. Hence, the school build is a necessary first step before the cultural project—driven by consensus and the involvement of neighbours and stakeholders in the local cultural scene—can move forward.

Registration for summer school runs 5-15 June

foto escola estiu 2019 1The Formentera Council youth services department will conduct enrolment for the island's 2019 summer school programme—the Escola d'Estiu—from Wednesday 15 June to Tuesday 21 June. Applications may be submitted in person at the Citizen's Information Office, or OAC, Monday to Friday between 9.00am and 2.00pm, or online on the OVAC (www.consellinsulardeformentera.cat). The order in which families register does not determine priority.

To enrol, children must be aged three to twelve or have been born between 2007 and 2015. A selection may be made at signup depending on whether a child wishes to attend activities at sites at primary schools in Sant Francesc, Sant Ferran or la Mola. For families living on the island and included on the municipal padró, monthly tuition is €140 or €220 for two months. The summer programme runs 1 July to 30 August and weekdays from 9.00am to 2.00pm. For an extra €25 per month, children have the option to make two weekly visits to the swimming.

Social welfare councillor Vanessa Parellada described the programme as designed to offer “educational leisure activities for children in a fun, adapted environment” and create an alternative for parents looking to “balance work and family during the summer months”.

Formentera Council unlocks €95,500 for textbooks and other student aid

di--ptic-xarxes1The Formentera Council's education office reports that a new round of aid is being made available to students in higher ed programmes off the island and primary and secondary pupils in Formentera schools.

Applications can be submitted in person at the Citizen's Information Office (OAC) or other official points, or online, on the Virtual Citizen's Information Office (OVAC). The application period starts today and all forms must by received by July 5. Application forms and all the related information about the financial aid is available on the CiF website. Questions can also be submitted via email to educacio@conselldeformentera.cat.

Insularity assistance
Money is available to offset the impacts of living on an island (commonly termed “double” and “triple insularity”) for residents enrolled in higher, technical and continuing education as well as art programmes which are held off the island during the 2018-2019 school year.

From a total provision of €38,000, grants of €150 are available to students attending classes on Eivissa or who are enrolled in distance learning programmes at other universities, while higher ed students in institutions outside the Pityuses can request grants of €450.

Money for higher education
Another assistance package is aimed at helping local students bolster their educational curriculum and, more generally, ensuring equal access to the right to education and access to officially recognised higher education programmes across Spain.

The Council will distribute €12,500 in ten €1,250 grants.

Funding for text books
Money has also been set aside to help students purchase textbooks during the 2018-2019 school year. This assistance can be requested not only by primary and secondary schools on the island with textbook reuse programmes, but by pupils enrolled in such programmes, too. Other eligible candidates are members of large or single-parent families residing on Formentera.

The Council has assigned €45,000 to textbook assistance. Schools will get €50 for every child in primary and €70 for pupils in secondary education. For large and single-parent families, the aid covers 100 per cent of costs.

Early registration at school of music and dance

foto escola md1The culture and education departments of the Formentera Council report that early registration is now open for the Escola de Música i Dansa. New and returning students have until June 24 to sign up to reserve a spot.

The process can be completed online at the OVAC or in person—at the Citizen Information Office (OAC) or, next Thursday from 4.30pm to 7.30pm, directly at the school. Administrators will contact applicants by calling the phone number provided at the time of application, either to finalise enrolment or to schedule entrance exams.

Officials sit down to negotiate new technical training programmes

foto-reunio---mn-fp1CiF first councillor Jaume Ferrer was joined by Susana Labrador, the administration's deputy first councillor and education and culture chief, together with two Govern balear officials—education and universities minister Martí March and the director general of technical schools and teacher training, Maria Alorda—in inaugurating the committee charged with negotiating new professional development modules for islanders and how best to support them.

The idea is that the committee—or “Mesa de Negociació”, which welcomed other attendees too, such as voices from high school IES Marc Ferrer and the island's social and economic sectors—was to chart the course of continuing education on Formentera. Councillor Labrador hailed the committee's formation, pointing out that “professional development, together with improved conditions for local students who study on Eivissa and must commute to class, is at the centre of a longstanding appeal by islanders”. The Mesa's next gathering is planned for September.

Sant Ferran school
Minister March announced the construction contracts for the Sant Ferran nursery and primary school rebuild would be signed this Wednesday, and primed islanders for the “imminent start” of work. It is hoped that children will be able to put the new buildings to test for the 2020-2021 academic calendar.

Funding for the €6.9-million project to build the escola and escoleta will be split between the Balearic ministry of education and the Formentera Council. The Palma ministry has promised to put up €5.8 million for the early-learning and primary schools and the Formentera administration will pay another one million for the escoleta.
